Lib Policy No. 255:
Public Access Computers -
Print Version
  1. Purpose:
The Naperville Public Library offers public access computers as an information resource.  Selected public access computers offer patron access to the Internet. The purpose of this policy is to set the conditions under which patrons may utilize the Library’s public access computers.

  2. Scope:
This policy applies to all public access computers

  3. Provisions:

    1. Public Access Catalogs and eResource Computers
Public access catalogs and workstations restricted to the use of subscription databases provided by the Library are freely available to all patrons.

    2. Internet Accessible Computers
Use of the computer workstations with Internet access, except for “express” workstations in the Adult Services departments, is limited to holders of a valid NPL library card and to registered reciprocal borrowers who have signed the Internet User Agreement or the “click through” version of the Internet User Agreement. Like library cards, user agreements are non-transferable.

Parents are required to sign the Internet User Agreement for minors. NPL provides computers with limited Internet access in the Children’s areas. Limited Internet access may not block all material that users might find offensive. Children whose parents have signed the Internet User Agreement have access to all computers, including those providing unlimited Internet access. Parents may wish to supervise their children’s Internet sessions. Children under the age of 8 must have a parent/guardian present at all times while using the Internet. Adults will be given preference in adult areas and children will be given preference in children’s areas.

    3. Other Public Access Computers
Use of public access computers that only run Library-supplied application software and that do not offer access to the Internet is limited to holders of a valid NPL library card and to registered reciprocal borrowers. Use of Internet-accessible computers located in the Adult Services departments and designated as “express” workstations is open to all adults who have signed the Internet User Agreement or the “click through” version of the Internet User Agreement.

    4. Public Access Computer Rules and Regulations
A patron whose library card is delinquent as defined in Policy 213.5 is not eligible to use a public access computer.

A patron who has registered to use Internet-accessible public computers may be limited to 4 hours of computer time per day Monday through Saturday and 1½  hours of computer time on Sunday on computers with Internet access. A patron may be limited to 1 hour of computer time per day on all other public access computers, except express workstations. A patron’s use of an express workstation is limited to 30 minutes per day. Library staff may extend a patron’s computer time beyond these limits during off-peak times when vacant workstations are available.

No more than two individuals may use a computer workstation at any time. All individuals using Internet access workstations, other than express workstations, must display their Internet-validated library card. All individuals using computer workstations with Library-supplied application software must display their library card, except in the case of a parents or guardians using computer workstations with their child, in which case only one library card need be displayed.

Public access computers may be used only for legal purposes. Illegal or prohibited acts may include but are not limited to: unauthorized copyright use, viewing obscene material, violating copyright or software licenses, attempting to/or damaging library equipment/software/software configurations, compromising system security, libeling, slandering, misrepresentation, solicitation, and harassment. Use of personal software on public access computers is limited to selected workstations in the computer labs.

Illegal/prohibited use of the public access computers will result in suspension of computer privileges and may lead to loss of Library privileges. Illegal acts may be subject to prosecution by local, state or federal authorities.

Failure of any user to follow the terms of this policy will result in the loss of library privileges, disciplinary action, and/or appropriate legal action.
